My typical approach, I think, is best here.
Low range: neither of them have strong low notes, but then, both are sopranos. Celine's however, can sound more focused than Whitney's. So I'd give the lows to Celine.
Belts: Depends...Celine has more ease at the top of her belts, but loses resonance and purity of sound above E5. Whitney's voice had strange amounts of power starting from F4 to the top of her range, but she lacked effortlessness above F5 (when belting). Toss-up.
Head voice: WHITNEY. Best head voice in the industry at her prime, before the drugs took over. Celine's head notes lack any real power, and are almost exclusively falsetto. Whitney's head voice was so great that she could easily have sung operatically (and did, as a gag a few times).
Overall, they are both phenomenal. but given simply how astounding Whitney's voice was, especially at the top, I'd give it to her.

they have somewhat similar voices in how to hit the notes with chest! I find ! Houston is superior on the low, the middle except the C5 / D5, the 2 notes celine is resonant clear powerful explosive a little more than houston I think then the rest houston wins but ... high notes! B5 / C6 in voice mix in 2019 to 51 years ... celine makes c6 heady mix not bad at all! purple rain prince ;; this must be taken into account
