If you are inclined, you can look up the "living fence" concept that is a part of "The Great Green Wall" program in Africa. The simple explanation is that quick growing trees and shrubs are planted densley around gardens. You would have to look up the exact species. The point being that the animals can browse the tender shoots on the outside of the fence, but they can't get through the stems and branches.
A living fence can be used to keep animals in a paddock OR keep them out of a veg garden.
