For those who wonder why a specific dog did not win over another dog, that is because the dogs are not judged dog against dog. They are jusged against the breed standard which is a written description of the perfect dog of that breed. In thus case, the judge felt that the french bulldog was the most perfect example of a french bulldog. The Bichon was the most perfect example of the bichon. But the frenchie was a little more perfect example of a frenchie than the bichon a bichon
