While they were big brains for Rome, they had different talents. Julius Caesar was best in military and Octavin was best in politics. Hence, why Caesar adopted Octavian as his son, since Caesar didn't have sons (expect for Caesarion).
And for those curious of how Octavin became adopted, he tried to join Caesar's war in Hispania (modern Spain). Be he fell ill, but still managed to mount a a ship (tagged along with a few friends, including Agrippa), sailed only to get shipwrecked and survived, traveled deep into enemy territory to get to Caesar's camp.
But by the time Octavian and his friends made it, the war was over. But Caesar was impressed with Octavian despite the risks of deaths. It was here Caesar spent time with Octavian, and he share his carriage with Octavin and talked. Caesar took a liking to Octavian as Octavian was smart for one so young, so when they got back to Rome, Caesar sent his will to the Temple of Vestal Virgins.
So when his death came, Octavian would become the sole heir.
And this act of the Caesar's will, by adopting Octavian as his son, created the Roman Empire.

Someone here can't get that Augustus succeded in what Julius couldn't. He became emperor, expanded rome territory by a serious amount and had war and political strategies out of reality for that time. Silla died as a tiran, Julius died as a dictator. Augustus... Augustus died as an Emperor
