I think it's actually commendable that Disney made Carlos canonically at one point pass away.
They clearly realise that recasting Carlos would be very disrespectful to the late Cameron Boyce, since they also knew that no other actor could bring the character to life.
It's in the same vein of why Marvel chose not to recast Chadwick Boseman's T'Challa and made T'Challa canonically pass away in the MCU, as a way to give respects to the late actor.
Edit: In other words, it's a way to give conclusion to Carlos's story (albeit not a happy way) and not interfere with it anymore. They can mention it, sure, but not change it, and I think that's what matters.

Ah, damn it. Why did they have to make me cry in the beginning of the movie already?! Right away, you can just tell that when Uma looks at Carlos' picture, that China isn't acting but those are real and raw tears that she's desperately trying to hold back. She and Cam were thick as thieves, and from what I heard, working on this movie helped her to accept his passing just a little bit easier.

RIP, Cam. We all love you 3000.

"Do it for him" felt like a way as China was saying the Descendants movie was "continuing" even without the original cast as an honor of him because that's what he would've wanted which makes it so much more meaningful.
