Could not resolve com.android.tools.build.gradle:7.4.1

Cause: Incompatible because is component declares an API of a component compatible with Java 11 and the consumer needed a runtime of a component compatible with Java 11. The gradle plugin declares a dependence in an incompatible Java runtime.

Solution: In the project settings search for gradle and open it. In the Gradle JDK select the JDK and apply then ok. If not working try downloading the JDK.
