If you shake glass in a sheet or pillowcase or box etc for a long time the glass pieces rub the sharp edges off of each other. The glass still looks sharp, but unless the pieces break to create new sharp edges they are safe to stand on. This is how street performers walk on glass. They carry the glass around in a sheet or pillowcase, then lay the glass out on the sidewalk and step/stomp on it knowing full well that their feet will not cut because they have shaken the same glass pieces in their pillowcase many many times over.

The key is to take broken glass and put it in a pillowcase or something similar then shake it up a bunch. The glass shards rubbing and bouncing against each other take off the sharp edges from each piece, whilst still looking very sharp.

This is how street performers prepare the glass they walk on etc.

It is still broken glass, but it is slightly safer to deal with.
