Is this leadership programme only for rankers in the first attempt??? Or any rank holders?

Isn't it not fair enough to just select rank holders ? As Vignesh was telling they would always differentiate between rank holders based on tech knowledge, there could be possibility that person not securing a rank has more tech knowledge. I know if would be very difficult to select among large number of students and hence first filter is rank securing.
