you need a longer gun, i forget the quest off the top of my head but you can loot through the back window of 2 stack on customs if you have a long enough gun and don't need to find the key. longer guns bring your arm forward or something and put you within the tiny 1m loot range BSG used to stop cheaters from looting through walls.

You can loot the 0031 folder on customs through the window. Dont even need the key
