This webinar is provided by the American Planning Association (APA) County Planning Division as part of the APA/Ohio State Planning Webcast Series.
The National Association of Counties is a partner with the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety (OPS) to promote the recommended land use practices described in the Pipelines and Informed Planning Alliance (PIPA) Report: Partnering to Further Enhance Pipeline Safety in Communities Through Risk-Informed Land Use Planning: Final Report of Recommended Practices.
Members will learn the basics of energy pipeline operations and maintenance, facilities, and products transported. They will gain an understanding of the risks and benefits pipelines pose to the community. Members will learn the agencies that regulate pipelines at the Federal, State and local level. They will learn the role that local governments can play in improving pipeline safety. Additionally they will learn risk based practices for land use and development planning near transmission pipelines. They will be provided with examples of good and poor development near pipelines and well as the location of additional technical information and financial resources to support their efforts to improve safety of the community and the built environment near pipelines.
The presentation will also provide information about Virginia Department of Emergency Management's recent enhancement to the state Hazard Identification and Risk Assessment (HIRA) to address pipelines.
Members will learn of resources for local governments to prepare for pipeline emergencies.
