The facts are that to rebuild a town with amenities, housing, services, utilities, schools, etc. doesn't happen "overnight". Did the residents really think it would only take a year or two to get back to normal? Time to face the scale of this disaster. Can you wait five to ten years, or should you move to another island or state? Hard choices will have to be made, and made soon.
