God did not "hope" that Saul would do anything. The sovereign Lord is omniscient . God spoke to Samuel and sent the message to God's people, telling specifically what Saul would do before Saul was king. Saul was God's judgement on His rebellious people., but Saul still chose to exalt himself: the wonderful mystery of God's sovereignty and man's choice and accountability.
