Jeff Hardy was undeniable by fans as the top guy in WWE in 2007-2009. He was someone we all wanted to rise to the top. That's why we were so disappointed with his run in 2017-2021. He deserved the thumbnail spot.

Eddie Guerrero in 2003-2004. WWE tried turning him heel against Tajiri, but the fans kept cheering for Eddie.

Small honorable mention: Zack Ryder in 2011. He had a YouTube series which led to a fan following, sold out merchandise and "We Want Ryder" chants whether or not he was on television. He would go on to win the WWE United States Championship at TLC: Tables, Ladders, and Chairs and the following night on RAW, he shared the ring with WWE Champion CM Punk and World Heavyweight Champion Daniel Bryan. Of course, his push waned the following year but 2011 was a memorable year for Matt Cardona.

I'm glad you put Jeff Hardy in the thumbnail (hopefully you don't change it.) The reason I'm saying this is because with the way people talk about Jeff Hardy now, it almost makes me think that people forget, didn't watch or weren't even alive back in the day because he was insanely popular back in the late 2000s oh and btw, Jeff is not the only wrestler with demons, other people have them and I don't see them catch as much flak as Jeff does.

9/10 times it didn't matter how much fan support a wrestler had in the Vince Era. Unless he was absolutely forced into it, these people were NOT getting in that top spot.

Jey winning the Intercontinental title only to lose it not even a month later shows that although the company heard their fans. Those wants don't matter in comparison to what they think roman reigns is. It's unfortunate because Jey actually has talent, and he's being forced to sidelines for someone that doesn't.

Isn’t it ironic that the fans who desperately wanted Daniel Bryan to win the WWE Championship at WrestleMania 30 and he did. Then a few years later the same thing happened with Kofi Kingston, Beating Daniel Bryan for the title at WrestleMania 35

I think we can all agree that the 2010s was undeniable the worst decade for WWE but seeing the rises of both CM Punk and Daniel Bryan we were one of the few things that kept me watching the product. Despite the fact that the WWE higher-ups were never truly behind both wrestlers due to Vince McMahon having a reputation for hating indie wrestlers, both of them broke down barriers for the modern landscape of modern wrestling of workhorses who actually had to scratch and claw to make their way to the biggest wrestling promotion in the world.

Let’s be serious. WWF/E has never pushed the right people unless they had to. Bret helped Austin become a megastar, but if Shawn doesn’t get injured and Vince isn’t desperate to beat WCW, Steve doesn’t become champion. Vince was totally devoted to HBK, even though he didn’t draw money. After the War, WWE didn’t have to push fan favourites because they were the only game in town.

And to think if Mustafa Ali hadn’t got injured and replaced by Kofi Kingston in the 2019 Elimination Chamber match. Talk about a blessing in disguise.
