For the basis step in the first example, since it asks for non-negative integers n, are we technically allowed to use P(0) for our basis step since 0 is neither a negative nor a positive number?

The equality at the bottom is wrong at 4:53. You distributed the 8^2k+1 in a way not allowed by algebra. You're essentially saying ab+(a+c)d = abd+cd which is false
