To prevent carbon dust getting into the air you can use a spray bottle filled with water and spraying it on the area you are cutting, when you're done, grab a paper towel and wipe off the water/carbon mixture and throw the paper towel in the bin. Still wear a mask though.

Top tip for Brown cutting the carbon post is to cut it with a plumber’s adjustable pipe cutter. It will do a perfect gradual cut, zero break through issues and will finish with a slightly chamfered finish.
