August unemployment fell from 10.2% to 8.4%
This is the first time since April that rates have dropped below 10%
Though job recovery continues, its progress is slowing substantially

The US Department of Labor reiterated legal standards of fluctuating workweeks (FWW)
The DOL clarified that hours do not need to fluctuate above and below 40 per week in order to qualify
The FFW method applies to an employee who is paid the same amount each week, even though their hours may fluctuate above or below any standard

The DOL clarified organizations must pay employees for all hours worked or teleworked
This includes any hours that outside of scheduled hours reported by employees
The rule still applies to hours of telework that may not have been authorized
