To pull off a Naval Strike or Landing on Odessa, Russia would have to concentrate her Air Strikes including Diversionary attacks into a surprise package onto matriced and prioritised targets in time. Such saturation strikes would have to be synchronised from multiple locations alongwith follow up airborne forces before ships and landing troops would close in. Probably the build up command echelons if planned should already be in place. Simultaneity can be expected.
