You don’t need to apply it on damp skin as it has already water in it. Usually the serums out there are:

for 100 ml of final product:

100 ML of water and 1% to max 3% of sodium hyluronate.

That means 97 ml of water per 3gr of hyaluronic.
Basically all water.
Water

So no need to use water.
