When I was a kid I got a lego City of construction that the box whas a 2 x 2 big brick container there was a craine and some bricks blocks thats all i remember, also the minifigure has Grey beard and a smile 😅

This might be set 6352 Cargomaster Crane. Its the only set I can find that even somewhat fits the description while also being far closer to the time frame mentioned. The email mentioned that it was a set the father owned and this set came out in 1991.
