Thank you very much Paul. I have heard about that law before but you explained it and related issues perfectly. I travel to that area annually. I have driven on Cozumel but not the mainland. Eventually I will drive in QR, and I will have a copy of this doc with me.

this is great we got pulled over they were horrible ... they told my husband we had an infraction ..the girls in the back seat had no seat belts on. The cop said if you don't take care of it he will have to take his license my husband said ok. Then the cop wanted me to open my Amazon package in the trunk I said no then I can't return it to Amazon I want to return it.. he did not argue that. Finally, he let us go once he saw my husband would not pay and let him keep the license. I am going to print this document out. Thank you

The old, "We're going to keep your drivers license, " trick. I was on the losing side of that trick once and I decided never again. Around 2005 I was living in Cozumel and drove from Texas to Quintana Roo and back, twice. You can't take a trip like that and not end up with stories. The first time it happened to me I wasn't that familiar with the tactic and I was planning on putting another 300 kilometers behind me that day, and another 400 the next day, by the time they said I could retrieve my drivers license from them and pay the fine. The asshole even showed me a stack of driver's licenses that he had collected from American drivers from various states. So I was the one that inquired about taking care of the fine there, because I thought that was what we were supposed to do. Well, it worked, but I also realized that I was partially responsible for perpetuating that process.

After that, I started carrying an extra (expired) drivers license. All that accomplished was getting me out of the driver's seat and one of my passengers who had a current drivers license had to drive. But it didn't cost us anything. Then I learned just to call their bluff. I would hand them a note pad and a pen and ask them to draw me a map to get to the police station. Then I would write their name down and ask if they were the one I should ask for when I get there. That usually took care of it. It also helps if you speak Spanish wrong. I even had one tell me, "Speak English. I can understand you better."

I assume that this regulation does NOT apply to folks on a temporal or permanente visa visiting Quintana Roo?

I read it is only rental cars and not for US plated vehicles. Any Info on that?

I stay in Rosarito 4 times a year for 4-5 days on average. How would you rate the corruption in that areas as well as Tijuana, since I have to drive through there to get back to San Diego? Is there a similar document for this area that you know of? Thanks in advance.

Dumb question, are you required to have a have your original Drivers License or can you carry a copy? I believe you need original at car rental shop.

I've heard from another channel that if you speak Spanish well enough, and you know your rights and can explain them well enough to the officer, that you can tell them they can't take your license because technically it's not allowed, and that the most they can do is look at it through the window. I don't know how true this is, but it was coming from someone living in Mexico for 6 years, but I'd love to hear feedback about this.

He said most of the time cops wont want to deal with you if you're someone who knows their rights because many times when they try to take your license it's just to intimidate you into paying a bribe.

once again would love to hear feed back from others.

I've heard from another channel that if you're aware of your rights, and you can speak about it well enough in Spanish, that you can actually tell the cops they don't have the right to take your license, only to view your license to write a ticket. It might not work all the time, but technically cops are not suppose to be able to take your license in Mexico so you bring that up with them, they may just look at it through the window to write out a ticket, or they might just let you go altogether because what they were really wanting was to get a bribe from you and the whole threating to take your drivers license away if you don't pay was just to scare you and you were to much of a hassle demanding things be done properly and your rights being respected.

again this is just information from one source of someone I know living in Mexico, look into your self, do your own research, but I'd love to hear feedback on this.
