When I opened my Storm, she didn’t come with a head piece! In all my years of collecting mini figures since 2010 I’ve never seen a missing piece ever.

So you're saying it is insanely crazy that Lego gave a customer 83 figures when they only asked for just 1 replacement for the broken one. If that were to happen to me or any other collector, my advise would be to give away the majority to those who are interested in collecting figures and keep a reasonable amount to themselves.
