i am getting problem while connecting the rds with sql workbench i doing same steps but still the database is not connecting with rds can you help me with this

When is done by payment on stripe after on returning page got fuc*ed-out and no success meme over there and also payment sucess is not visible on Db, But it is visible on stripe tranxs.

now, point is why this process is not working properly? (I've complete setup)
