Mommy Long Legs- was actually an Experiment, Her Name Was Marie Payne and She Was Experimented into Mommy Long Legs, In the game station she was protective of the children, and when she got killed you saw her say "He'll make a part of him" And she's taking about Experiment 1006, Prototype, a spider like thing which seems to take the remaining of the other toys and put it into it.

Alright so according to the info I have, Huggy Wuggy got dragged by Mommy Long Legs, and Mommy Long Legs got dragged by a spider-like thing if I'm correct. So that's probably the chapter 3 character who will chase us. And the "Him" she says is most likely Experiment 1006. Who nobody knows who is it.
What do you all think, who is the chapter 3 character or who is 1006?
I have a theory that Poppy might be Experiment 1006 or is related in some way to them.
I don't have much proof cause I don't have the exact full info, but I'll edit in the replies if I can get a theory with more proof in my claims. I would love to hear some more opinions on this!

So the "him" mommy long legs is talking about is Experiment 1006, The Prototype. It's the strongest and most intelligent creation of Eliot Ludwig. He designed it to be like himself so he coded in what he thinks he is like. And it was only partly done since while in creation, he attacked the scientists and escaped his cage. As you see in the claw, there are real human bones. Most likely the bones of Ludwig himself. Experiment 1006 feeds on other toys' remains to make itself stronger and stronger. We will most likely fight experiment 1006 as the final boss in chapter 3. All we currently know about experiment 1006 is that it is going to be very difficult to beat in the next chapters of Poppy Playtime...
