This is that best visualization of PVE scav. They spawn behind when I've already been there. They spawn after I've cleared them. They spawn in hordes while I'm trying to loot 1 PMC... And yet when I need to find one, there isn't one.

Probably. I scoped out pier boat extract on Shoreline yesterday and saw 4 NPCs spawn in and run down the pier together.
The day before we got jumped when 3 scavs spawned 30 feet in front of us in Woods. Like we saw them wink into existence and then start shooting at us (we almost died). Still loving PvE.

I was in dorms and cleared about 10 or scavs/raiders and as I was looting 3 more spawned in one of the rooms in front of me. Scared the crap out of me.
