In an interview after altogether Again came out on of the show runners said the reason Simon wasn't in the afterlife along with so many other characters was because he just wasn't dead.
He's (physically at least) 10-15 years older than Finn, and Finn looked very old when he finally died.
That means rather Simon is doing really well for his age or Betty's wish may have done something to his lifespan.

The wish was “the power to keep Simon safe”, so it's still plausible that she had fused with Golb and is now partly in control of him. That might be why GolBetty didn't do anything to Simon OTHER THAN make him realize reality

It's almost like Betty's wish had made Simon exempt from the consequences of chaos, meaning no matter how bad it gets around him, chaos can never overtake him.

Golbetty can't harm Simon because of the wish. Lich on the other hand was punished. The Lich was meant to threaten everything and thus bring forth chaos but this Lich who believed he succeeded actually failed for he, in killing everything and everyone ironically brought peace.

It's more impressive to me is how powerful one of those wishing crowns is. So much Magic even Golb is bound to it's rules in some capacity

Her wish was 'whatever it takes', Golbetty is a new entity whose main purpose is to protect Simon especially from himself, that's probably why it summoned Simon just as he was going to put on the crown

No it was pretty clear Betty’s consciousness merged with Golb. She was able to say goodbye after all. And actively protected him from the Scarab and putting on the Crown again.

I once saw a theory that Golbetty has this level of divine insight that would make Betty persona an afterthought, but a tiny part of her would still help *her* Simon. She must have seen how distressed Simon is without her, so she put him through a journey to move on with his life.
