If you analyze this whole situation, you will realize that the feminizm movement rested solely on the continuation of the traditional society as we know it. They expected men to keep working hard to get a house and try to have a family; to be willing to go to war and die for a country that despises them; to protect women like if they were fragile, although strong and independant; etc. However, men have understood that all this was totally pointless and a lie. That no matter how hard they worked they could barely, if ever, own a house; that they would never meet the delulu expectation of modern women, if only in height ; that there was absolutely no point in a career in the army/navy; that no matter what you do, you will never be enough to satisfy any woman, short, medium or long term. So the MGTOW movement has grown and now ladies will have to defend themselves, go to war and serve/die, end up old, alone and defenseless as no man will approach them to even help by the fear of being called a creep and falsely accused of "something."

Your observation: discouraging private home ownership "would be difficult to accomplish with legislation" seems a bit uninformed. They could limit/eliminate the tax deduction for home mortgage interest (check). They could limit available private housing through zoning (check). They could even legislate more and more onerous house building codes (check) and/or require expensive features like solar panels, ultra efficient appliances, etc...(check). And don't forget the most direct method: property taxes.

I was listening to a Curtis Mayfield song from the early seventies (he frequently wrote socially conscious songs taking on the issues of the day), and he makes reference to the fact that the government and the people in power at the time were concerned about “overpopulation”. So, clearly this was a significant concern of the people in power at the time. They did a lot of damage though to people’s lives with their policies on a very interpersonal level.
