This would be a cool side quest for the enclave in 76 to reactivate this program maybe even let the play get minor stat bonuses if they use it on themselves and also put sleeper agents in the brotherhood, settlers, raiders, and whatever other factions which would help you out in a quest

The more I think about this the better it gets
It could even be a PvP side mode that’s smaller in file size than Nuclear winter so that it doesn’t have to be removed

Combine that with "A good defense is a good offense."
These tell me to be smart and good at the things you're bad at so when it comes time you can out last and out preform others doing the same thing or your adversaries to commit to your own personal excellence.
