As a jury foreman I had different four judge's give "the run away jury" speech. I informed all four judge's of their error and informed them what the main purpose of the jury is. Our system is based on checks and balances and the Jury is one of those checks. The core concept behind the jury is it's a jury of your peers, not politicians, police or legal professors. The Jury is the citizen telling the government they got it wrong. They can decide that because the law is being misapplied, the punishment is too severe or that they just don't like the law at face value. Saying they can't do that is contrary to the idea behind citizen's being on the jury in the first place.

Lawyers are prevented from asking for jury nullification, but a juror can decide on their own and the US Supreme court has never overruled this. I believe the Supreme Court has upheld jury nullification in cases that have come before it.
