Sorry, I should probably add that you need to progress with the main story before you can use the NPC to change clothes. It's the first mission when you get to the island, meeting the big man, complete that and then you can change your clothes.

Yea im like 5 hours into the game and still can't get my dlc stuff equipped. No wonder people hated this game.
