Why was it lowered to the runway with concrete blocks at the end of the runway? Couldn't there be another runway?

Jesus man I feel so damn bad for these people man I mean for any innocent soul that perishes but to be almost toyed with, for them to actually make it onto the runway, if it was me onboard sliding down that runway I would've been scared as hell but I think I'd for a moment at least think that maybe we might be ok, maybe we might stop before it's too late, and then realizing this is probably it...I rather crash right away then to be given false hope like that and its so sad watching them slide down the runway only to crash and the plane to explode in such a way it really is miraculous there were any survivors let alone 2... and I can't even begin to fathom what their loved ones are going through right now

Condolences to all who have lost loved ones in this awful tragedy My question is why did they build and use a re-inforced concrete wall to house the ILS antennaes at the end of this runway ??, does not make sense to me ?
