yes and then in 2014 & 2015 he said NO to a convention of state because it's we the people and the MAJORITY of the prople are liberal!

can the exception clause allowing for legalized slavery be removed from the 13th amendment in this convention?

An Article V Convention of States is NOT a constitutional convention. The scope of an Article V convention would be limited to those topics presented by the states in their resolutions to Congress calling for the convention, and delegates to the convention who stray from the instructions of the state legislatures could be recalled. Any proposed amendments coming out of a Convention of States would still have to be ratified by three-fourths (38) of the states before they would become part of the U. S. Constitution. A Convention of States is the only way to restore the proper balance between the federal government and the states, because Congress will never do it.
