Professor Dunn is wrong, the US and Israel ARE part of the ICJ as the ICJ is an organ of the UN, of which both the US and Israel (illegally) are members. The last President of the ICJ was an American.

Incidentally the ICJ ruled that Israel's occupation was ILLEGAL not 'unlawful', those are two different things. The ICJ also ruled that Israel IS an apartheid State. That requires other States to act in a particular way towards Israel.
