Classic Africa. His entire discourse was a web of partial truths, deflection of blame and fabrications. As a guy who has mined in Africa for over 5 years of my 33 year career I'll give you my counterpoints. 1. The Chinese mining companies that bribed the Congolese Govt to allow them to pick up mining claims that were being competed for by western, responsible mining companies, are vastly outproducing any illegal mines run by Rwandans. The Chinese have ZERO respect for the environment when mining in countries where they know they can get away with it. 2. The Congolese army was incapable of dealing with the Rwandan militias and massive levels of war crimes were committed against civilians by both sides. The UN went in to settle that down, but now, the Congolese have asked the UN to leave their country so they are back to square one. 3. The DRC is probably the richest nation in Africa in terms of mineral resources. Despite that fact, you cannot drive from the west side to the east during the rainy season, and only the hardiest vehicles will make it in the dry season. Years of absolute corruption have pummeled what should be one of the most affluent African nations and it remains "deepest, darkest Africa."

So the President should have said, "Well we took the gifts from the Chinese to allow them to mine this stuff, and then we had problems with Rwandan militias entering our country. Because we don't have good infrastructure, our army was unable to prevent these incursions and now they are mining our minerals illegally. We kicked the UN out because we were given 'gifts' from Rwandan Oligarchs, so here we are...The blood of Congolese is on Western cellphone owners' hands.

Seeing a small country as Rwanda with less GDP of 1/7 of DRC as a problems sounds like evading responsibilities as a president. Let's not forget that as some point that DRC accused Rwanda of stealing Gorillas. DRC Government practically gave mining licenses to European, American and Chinese firms to mine in drc legally for less than the minerals are worth. But somehow Rwanda is the problem that the minerals they have don't have importance to them.
