Proof of funding is required at early stages of the deal to be verified. Normally these funds would be in an escrow account, that will be released on certain conditions being met. So no proof of funds you are way off from completing any deal

When you purchase a property your offer is accepted then the estate agent asks for proof of funds I.e bank statements before they remove the listing. This is effectively the same thing but on a much greater scale. United fans have been spun by PR so much we just create crazy stories. I think it's more a case of they couldn't prove the separation between Sheikh Jassim and the Qatari state. We all know that they could write a cheque for the full amount, but they'd need to use state funds to do it. As soon as they did that the Premier League, The F.A., and the Government, would kill the deal outright.
The Glazer's have been able to use his bids though to up the price Sir Jim's group has eventually paid, as they could have said that they have repeatedly asked for Sheikh Jassim for his proof of finance, but haven't received it so couldn't take his bids seriously!!!!
