The most logical conclusion would be that the first ship was a dinghy to take those who signed on to be on the trip, to the actual ship. With the actual ship (the second one) not being brought in closer to the shore to avoid running aground.

The cold made it compress to a negative value so it expanded to max.

For most ships they usually use smaller boats to transport small amounts of people to/from. Unless they are picking up large loads, in which case they dock the ship. The reason is it’s not very maneuverable and runs the risk of running aground

It looks like its gotten AT LEAST three times larger. Maybe it shrunk to be able to fit in Windhelm's tiny ass harbor but then expanded?

Different ship. First was a dinghy to bring you to the bigger, second one.

If you understand anything about ships... You take a small boat to get to the big ship. Because large ships don't Dock into river docks.

I've never done this quest ever usually because those involved with the quest end up getting slaughtered by something before I can even do it although to be fair sometimes that thing is me but I don't initiate the combat I try to kill a guard and everything comes running at me it's almost worse than killing a chicken

Big ships don't go ashore unless it's a proper harbor. Otherwise they use smaller boats to get to shore.

The one on the tiny windhelm harbor is just to transport you to the bigger ship
