Great to see this project ramping up again – it's been one of my greatest inspirations the last few years. Eventually I'll build one in Portugal (come visit!) Let's make this happen! Go Tim!

Just do yourself the favor of incorporating some sort of geotextile first. This will help in at least two ways. The first being is weed control because trying to mow and weed around the tracks and rail ties is extremely labir intensive which gets put off and renders the whole project a complete waste within a short time.
The second being, to stabilize the soil and reduce attrition of the ballest into the soil.
The final suggestion would be to install the geotextile and ballest first before adding the rails. As you already know, putting the rails first and then trying to add ballest to sodden weedy soil is not very easy or effective. You may say that you need some leeway to adjust the curves and such first, which is a good argument, but I would suggest building a section of test track that you can pull in temporarily to mark out the best path and then lay the groundwork. Cheers, I look forward to seeing the new project however you manage to get it done.

You could do something like sponsor a sleeper there's 500 of them (granted you'll never get all of them) to help fund the sleepers. Breaks it down to the rails, fishplates and pins then you could also do a go fund me or something for anyone feeling generous on the run up to Christmas. I am super enthusiastic to seeing how this project goes! The railway I have to say tops your other projects. Then again I am an enthusiast hahaha

We have places in our area of Georgia in the U.S. called "Fun Farms" they have things like "you pick" strawberries apples or what not. But many also have fun things for kids and families to do. Like buy a ticket to go on a short small gauge train ride! Not sure how the law works in Ireland for a ride on a homemade railway. But I know my kids would love to ride on it. I would too. I would also think peddle cars on the railway would be a lot of fun too! Good Luck Tim!
