REST stands for Representational State Transfer, an architectural style made up of constraints. It’s a set of design principles introduced by Roy Fielding in 2000. In this REST Tutorial, we give an overview of the REST architecture and talk about some of the characteristics that make up "good" restful APIs.

That talk gives some sort of idea on what rest is, which is awesome but it actually doesn't answer the question on "How to Design a Good RESTful API". So the title is misleading.

7:40 - How does one leave it up to the developer whether he wants to create using post or put and update using the same?

You could do this using form objects, but besides that it is horrible design.

Post and put should be completely different - post for creating and put for updating.
