I think the finishing touch would have been instead of putting stone below the water would have been to use the cultivator to add reeds/lilipads to those little pizza slices. Would have been hard to keep them from poking through the concrete but if you could it would be amazing

At the beginning I couldn't understand why he was building so close to the coast but it became clear soon after. Was a nice moment when I realised why. Not sure if I have the space at the waters edge to do this in my current playthrough but I'm borrowing parts from this build for myself. I'm afraid mine will likely be much bigger because - reasons 🤣

Nice. It has me thinking though. If instead of leveling the outside to the ground, you leveled it to the coast, and brought the beach inward... you could fill in the eighth spot with another portal, and leave the building feeling isolated from the outside, while actually being a portal hub.
