You can unlock him by reaching a certain rank in Quickplay+, I believe it's 71. I'm not quite sure, it's been a while.

I'm not sure about this particular game, but I know you can use dualshock on Guitar Hero 3. The game has been out for quite some time, so I'm sure a guitar controller/game bundle shouldn't be too expensive.

@burning255 You can only get songs from previous guitar hero games that you have already purchased. If you go into the Music Store, you should see see something like 'Special Offers' and there you can put in a code that you can find on the back of the booklet of the game you are trying to get songs from. I believe you have to pay $15 as well, but I can't remember. Thank you very much. :)
