Both did such a good job for the era of catwoman they portray so that's so hard. I'm going to go for Michelle just, because I'm a millennial and have nostalgia attached to that era of Batman media. I admit it is 100 percent bias on my part, but that bias is legitimately the only thing putting one above the other so I had to factor that in to have an answer.
