Folks who requested an absentee ballot and didn't mail it in May have had an unexpected adverse life event that prevented doing so. Or one or more requirements on the ballot may have caused them to decide to vote in-person, such as having it notarized with witnesses in attendance. A multitude of reasons are possible!

Why anyone would request a ballott and then not vote is mind-boggling. There are other things on the ballot to think about & vote on. To ignore your community as a registered voter makes no sense!
