The issue is they used up the serum then the scientist died so they couldn’t replicate it. If the spy set off the bomb and kills the scientist before hand why the he’ll would you use up the serum rather then reverse engineer it?

Also the key to the process is the serum. If the machine loses power then so what? Repair it later and power it back up.

Unlike half the people here, I actually dig Captain Carter, and love the idea of Steve being the first Iron Man, fighting side by side with his girl.

That said, the real question people should be asking, is why didn't the spy do this in the main timeline ? Why did he risk waiting the Project to go through, and let so many key figures live ? His actions in "What if" make much more sense.
