Shut the fuel valve off. The cork soaks after awhile then leaks. My lawn use to do the same thing.

Sounds good. Maybe a little fast, but these can take high rpms just fine. You want that burbling sound when it's not under load. That's the sound of lean/rich setting that's just right. Smooth as glass under load though. These are great engines. Not sure, but I have a couple of these style with metal Walbro carbs on them. Not sure if you can still find them or if they would fit this model.
When the carb is held upside down and level, the float should also be level, or parallel with the carb rim. Looked to me like the float was hitting the carb just as the needle was seating. If so, just take needle nose pliers and bend the brass clip until it's level. The needle and seat may need to be checked, cleaned, or replaces. To clean and polish the seat, I chuck a cotton swab in a drill and put a little polishing compound on it and spin it for a few second on the seat. This a VERY common problem with the plastic carbs on the DuraForce series. So bad that when you try to start them up, fuel will spray out of the muffler(silencer for you proper English speakers). Use quality fuel and oil in this baby and she'll outlast both of us. Cheers!

The motor sounds a little fast. The governed speed should be 3, 000 to 3, 200 RPM. This is achieved by adjusting the air vane to that value. A tachometer is necessary to achieve this speed. If the engine surges at speed, an adjustable jet on the side of the carburetor (possibly under a decal) will return to smooth running. Turn this screw (jet) in or out to eliminate the surge.
