Bear in mind, this is a Human rights commission report, and as such, is heavy on bias and light on facts. People who commit crimes or engage in activities that are against the law, can fully expect to have higher engagement rates with police than those who do not. That's not saying that racist attitudes on the behalf of individual officers, do not exist, it's just that they are isolated incidents, not systematic policy. The Police force has come a long way since the days of Dudley Laws.

This is nothing new. I wonder if they going to find that police target black motorist and they are subjected to more traffic tickets and substantial fines
