National Guard to be deployed to New York City subway following spike in violence

"Data shows crime is down in big cities" 1:17 That data is based on crime reports. When people give up on calling the police because they see little to no results then they stop wasting their time calling police. Therefore, less REPORTED crime is the result. Not less crime.
