If you're in Bedrock edition without the debug stick, you can still create a somewhat similar effect by replacing the middle bottom dark oak fence with a nether brick fence.

23:23 to make the banners in bedrock you need two banner patterns; field masoned and bordure indented, the rest is the actual patterns you have. HOPE THIS HELPED!!!
