I'm still confused why there are less than signs for both the first and second equations and why there aren't any less than or equal to signs?

Thank you so much, i was struggling to understand. One question though, for the last function, would i be wrong if i wrote(-infinity, -4] U (4, infinity)?
Sorry guys can't find the infinity sign on my keyboard lol
