Singapore was made an innovation hub because IMO they succeeded with Ripple and now BIS wants the other Central Banks to follow.

XRP doesnt have the central bank of Singapore. that one goes to Zilliqa. However XRP will be used by the Central bank of Singapore as a side blockchain for atomic settlement and intermediary for transfer between central banks.
