database management system its self application program . c, c++ are not application program, they are programming language . data base management system is a software means collection of program which perform different task . some sets of program under dbms perform optimization of memory while installing the particular database management software . some set of program work to store retrive and manipulate data

Mam.. actually software means collection of programs right!..then why are you separating the software (dbms) and programs (db application)

She is not make any confusion in this topic it is a very clear cut topic...she wants to tell with the help of application layer and DBMS we can communicate with the Data base. if u have studied the 3-tier architecture than it will be quite easy to understand the concept.
