Malfoy in book 1? I would completely disagree on this one. He was just a 11 year old like other children and no child is either best or worst.
While I really hate his character from book 3 onwards, this is the only book and movie I liked to read his scenes. And if we observe, he wasn't the only one prejudiced here, all the children were prejudiced against each other based on intelligence, strength, houses, etc.
So for me the worst character were Vernon and Petunia.

Fun fact: In the Philosopher’s Stone, Dumbledore and Hagrid stole Harry from Sirius, as Sirius was Harry’s guardian (legal or not idk) if ‘anything happened’, and Sirius hadn’t been arrested by the time Hagrid arrived, therefore Dumbledore had no right to give Harry to the Dursleys.
